Mission and Objectives
The overall goal (impact level): improved quality, efficiency and access to maternal and child health services in Ukraine.
Two outcomes that directly contribute to the overall goal have been formulated for the Programme:
Outcome 1: The quality and efficiency of Perinatal Services are improved.
Outcome 2: Regulatory and organizational measures support MCH reform efforts efficiently.
Whereas outcome 1 aims at improving perinatal services across the four partner oblasts, outcome 2 is geared towards the creation of an enabling environment for the modernization, respectively reform of perinatal services.
The main outputs for outcome 1 and 2 are formulated as follows:
- Strengthening of human capacity (clinical staff) in MCH.
- Concepts and management tools of MCH 1 applied.
- Infrastructure (building and equipment) improved.
- Targeted Content Development closes gaps for MCH service provision.
- Up-Scaling of interventions planned and managed.
- Regulatory measures enable and support the implementation of the programme.
Outputs 1 to 4 contribute to the achievements of the results of Outcome 1 (Improved perinatal services); whereas Outputs 5 and 6 relate to the achievement of Outcome 2 (enabling environment).
