Management

Public health management has been a programme component for years and is also a focus of the current phase. Ukrainian managers of health facilities as well as public administration at local and regional levels have profited from capacity building in Health Technology Management, facility and equipment planning (IHTP, see below), quality assurance and managing improvement processes. The program used a case based approach applying modern management tools to real life managerial problems. Thorough problem analysis (e.g. through SWOT-analysis, operations research, mortality and morbidity audits, client satisfaction surveys) as well as cause and effect analysis (e.g. fishbone diagram, root-cause diagram) were used to identify areas for improvement. Prioritisation and ranking tools (e.g. decision making matrix, critical to quality matrix, stakeholder priorities) as well as tools for change management (e.g. force-field analysis, communication strategies) let to the establishment of small improvement projects towards better systems performance. Previous approaches will be systematically reviewed and incorporated in current training programs for dissemination.
