Ukrainian-Swiss Mother and Child Health Programme

The longstanding Ukraine-Swiss partnership started in 1997 and aims at supporting health sector reform and modernisation of health services in the area of Maternal and Child Health.
Various succeeding projects with a focus on strengthening maternal and child health services have been planned and implemented with the Ministry of Health and local partners in the regions of Rivne, Donetsk, Volyn, Ivano-Frankivsk, Crimea and Vinnytsia.
The Programme targets essentially the health of mothers, newborns and infants up to one year of age within a safe motherhood framework. The Ukrainian-Swiss Mother and Child Health Programme is designed to contribute to national reform efforts such as improvement and decentralization of perinatal care, introduction of new modern approaches to medical care provision, improvement and assurance of services quality, increasing of managerial skills and introduction of modern ICT technologies.
The previous phase of the Programme (from January 2008 to April 2011) had tested and validated the developed instruments (guidelines, management tools and methodologies, etc.) in order to increase coverage of modernized perinatal health services and to develop recommendations for national dissemination. Amongst the most significant Programme achievements are the ‘Perinatal Services Package’ and training packages (materials and methodology for trainings) for doctors (obstetricians and neonatologists) and managers. Further, information technology was successfully introduced, such as: a telemedicine platform, an internet based perinatal registry, eLearning modules, software for medical equipment inventory, etc.
Until the end of its last phase the Programme worked in 4 partner regions (Ivano-Frankivsk, Volyn, Vinnytsya and AR Crimea) at rayon (22 central rayon hospitals) and oblast levels (oblast perinatal centres, delivery departments of oblast hospitals and Neonatal Intensive Care Units (NICUs) of oblast children hospitals). The aim of the current phase of Ukrainian-Swiss Mother and Child Health Programme (May 2011 – April 2015) is to scale up experiences and achievements of previous work for all rayons of 4 partner regions.
The Programme is oriented on two main targets:

  • to improve quality and efficiency of perinatal services;
  • to support MCH reform efforts via regulatory and organizational measures.
