Workshop "Telemedicine: training for experts and coordinators"
Workshop "Telemedicine: training for experts and coordinators" took place in Kyiv on 2-3 of March 2010.
The first day of workshop was devoted to oblast expert groups created for effective implementation of telemedicine in regions. On the second day, there were invited coordinators of telemedicine implementation from all Programme partner facilities. The moderation of workshop was provided by Prof. Dmytro Dobryanskyy (Peadiatrics Faculty of Lviv Medical University), national moderator of iPath telemedicine platform and Programme expert.

This workshop is an important step for the implementation of effective model of telemedicine in partner regions, because oblast expert groups and coordinators in facilities are key persons in the organization of teleconsultation. It is explained by their functions, among which:

  1. Oblast expert groups:
  • Monitor situation at platform
  • Provide comments on presented cases in time

      2. Coordinators in facilities:

  • Support of implementation of protocol of telemedicine consultation
  • Control of 24-hour access of personnel to telemedicine working station and use of Internet
  • Support of users in case of any questions or problems on work with platform
  • Analisys of doctors' work at platform

Thus, the tasks of the 1st workshop day were the following:

  • To present iPath telemedicine p[atform to all experts from oblast groups;
  • To explain to experts their role, duties, and requirments to work;
  • To agree on the model of work of expert groups in each oblast.

Structure of workshop foresees the combination of informational presentations, idividual and group work, and participants presentations. In the end of 1st day the following results were achieved:

  1. All members of expert groups – about 40 persons – were personally registered at iPath platform and confirmed their readiness to consult at platform.
  2. Experts agreed on regional model of teleconsultation that foresees that expert consults first the clinical cases from his/her oblast.
  3. Four exper groups presented algorithm of work in each region. All groups have chosen such organization of work that demands obligatory shifts of experts.
  4. It was agreed that till 5th of March expert groups leaded by oblast coordinator of telemedicne will form schedule of shifts; the shifts theirselves will start since 10th of March.

The tasks of the 2nd day were the following:

  • Present to the coordinators the analysis of telemedicine implementation status in facilities (including results of monitoring missions conducted on 15-26 of February 2010);
  • Agree with coordinators their duties and functions, the role of protocol of telemedicine implementation in facility;
  • Develop practical examples of protocols of telemedicine implementation in facilities.

Coordinators from all Programme partner facilities (22 rayon and 8 oblast hospitals) took part in workshop; also, coordinators from 7 rayon hospitals of Volyn oblast telenetwork took part in workshop.

Thanks to the combination of lecture and practical sessions, the following results were achieved:

  1. It was presented achievements and obstacles in implementation of telemedicine in facilities; the obstacles and possible solutions have been discussed.
  2. The requirements to coordinators, their role and duties were agreed.
  3. It was presented the role of protocol of telemedicine implementation, its structure and key elements.
  4. Six practical examples of protocols were developed.
  5. It was agreed that till 15th of March 2010 the protocols will be issued in all partner hospitals. The protocols should contain: criteria of case selection, contact data of responsible persons, role of IT specialist, and algorithm of case management and closure.

During the second day of workshop, the pleasant event took place: the winners of iPath competition have been rewarded.
